The year 2348
Invasion of Lemos - 4th month
As spring took a firm grasp on the northern continent, Vele, the Lord Holder of Telgar decided to make good on a few ambitions. Having failed to secure a lasting alliance with Lemos hold through marriage, he decided to take a step that only a few others have ever taken, (chiefly the notorious Fax). He decided to take Lemos by force. It was a well planned attack for a culture that knows little of war, and it would have been a completely successful one if Lord Vele had not assumed the Watchrider at the hall would stay out of it, or be too late to alert anyone.
Draconic telepathic communication is faster by far than flight, and the watchrider's blue alerted his parent unit at Telgar to the invasion. The senior Queen, Mylai of gold Jeilisith, quickly gathered most of Telgar's forces (it was much larger then, with over 100 dragons), and they betweened to Telgar as the invasion was slowing down. The Lord Holder of Lemos had already been killed but his Heir had not.
The panic caused in man and beast by the site of dragons right over head was devastating to Telgar Hold's forces, and the dragonriders found themselves in a very strange position. After saving Lemos from Telgar... they had to save /Telgar/ from the retaliation of Lemos. The entire invading force was held in custody at the weyr for the emergency conclave that managed to pull itself together two months later. By then Mylai had developed some very firm ideas about what Pern needed.
Conclave - 6th Month
The Conclave was long: The decision that Telgar had been categorically out of line was the simple one, but the haggling about what was to be done to prevent future incidents was long and painful. Mylai had only been allowed in as a courtesy to Telgar Weyr for saving the situation from unmitigated disaster. Even southern Honshu was arguing that there was no way to categorically prevent one hold from invading another unless /everyone/ wanted more guards and constant patrols along the border. As this would take time away from the bread and butter running of the Holds (and would take money out of the holds' pockets) most of them were against it.
The Weyrholds were less so since they had dragons enough to spare for patrol duty and more area could be watched by air than on foot. At which point Mylai got into the conversation. She proposed the founding of a new outpost called "Delandri", peopled by dragon riders (though the original design had also called for a decent contingent of guards) supported by a tax on all the holds (weyrhold and otherwise) whose purpose would be an impartial police force.
The Weyrholds were quick to agree until she added that there would be at least one gold at Delandri at all times, preferably two, in order to prevent any foolish dragonriders from trying to give any would be invaders an advantage that way. With a Queen in the equation there would be no dragon who could actually aid in an invasion baring another queen.
It took over a sevenday to simply agree to the idea, and several months to actually sort out the details, by then the concept of Delandri had expanded to a universal impartial police force to deal with all inter-hold issues until a proper trial could be called. If that meant calling a Conclave it would be. Delandri's ability to try offenders was extremely limited. They were not in existence to be judge and jury, they were simply a police force, that was made completely clear in the contract, though they would frequently be the impartial location for said trials even if they were being tried by the conclave itself.
Location Found - 10th Month
Shortly after Delandri was approved, Mylai and a few of the other volunteer riders began to search the southern continent for a suitable location. It took them surprisingly little time to actually find one. It was perhaps four hours flight north-east of Honshu Weyrhold. It would be a great deal of work, but the Miners were more than willing to help, especially since there were good gemological deposits near by, and this would give them much more ready access to those.
